Is Beauty and the Beast coming back on Broadway?

Probably not anytime soon. Broadway isn’t doing well at the moment and since it costs millions to put on a musical (a “low budget” musical is 15 mil) its not the time to invest in shows. You can always keep an eye on the disney website though.
